So, we want people to have it to protect themselves. Bad people could kill you, anyway. It can take people 15 minutes to come help when you call, as they did once for medical help.
I think it would be too hard to expect people to "register" it with the government. People are responsible themselves for keeping safe.
People can do fireworks, why not own a gun to defend yourself if your house alarm goes off?
